It is chosen because you came from the site for the United Kingdom. Change it if the business is registered in Ireland.

The country cannot be changed once the business is set up. A business set up in the wrong country has to close its account and sign up again.

Northern Ireland is part of the United Kingdom here. Work across the border is fine either way.

Which nation of the UK is the business in?

It decides which building regulations apply and which certificates you may issue. It is asked because a postcode cannot always tell — some postcode areas cross a border.
